Full Version: TV resolution stays at 1080p when playing 4k content

TV: LG CX (just scan: on + 16:9) + amazon fire cube (hexa core) 
Kodi version: 19.3, GUI resolution set to 1080p, adjust refresh rate start/stop (the rest of the settings are on default)

1. When playing 4k HDR content the TV switches to HDR but the input signal is 1080p.
    I know this for a fact because when I set my cube to 4k the TV shows that it receives a 4k signal. 
2. How can I leave the upscaling to the TV as it does a far better job than KODI ?
    If I set resolution to 4k in Kodi the TV input signal stays at 4k all the time even if I play 1080p or 4k content.
   What does this mean if I play 1080p content? Does KODI downscale the signal from 4k to 1080p?
    Who handles the resolution in this case?
   
3. Someone please explain to me what does HQ scaling (20%)  + whitelisting means
