Here awhile back ago, i had bought a Pi case looks like a desktop, https://www.amazon.com/gp/product/B09R6T...UTF8&psc=1
Aluminum Mini Tower Case with Dual Power Cooler and Color Changing Ambient Light. Look great, i love the case, it would keep the Pi 4 much cooler temps.
Once i first got it put together, that night i played a video on a portable hard drive that i have mark DVR on it. I started noticing that the audio and video wasn't playing right.
So, after a few months looking the problem over, I upgrading the power supply Amp 4.7 https://www.amazon.com/gp/product/B09J85...UTF8&psc=1 
And reconnected it all and when i started playing a video, the video was playing a slow motion and audio not adding up.
The videos stated playing sluggage. So could it be that the dual cooler is draining the power
Hi, we all don't have a crystal ball and probably not this stupid case either

Did you by any chance ever get the idea to use the Raspbery Pi again without a case. should actually be the first action, right?

Otherwise some more information and logfiles would be really helpful
If the cooler draws to much power, the voltage would drop, raspi would tell you this with a message something like "undervoltage".

My crystal ball says that your cooler is not correctly mounted and the cpu is overheating resulting in cpu slowdown.
Even if you post the link to your housing twice, we won't be any the wiser.
So what's the point?
To receive meaningful assistance you will need to provide a full debug log.

If you are using the Basic Method, then ensure the following is applied...
1.Enable debugging in Settings>System Settings>Logging,
2.Restart Kodi
3.Replicate the problem.
4.Upload the log to Kodi Paste Site manually or use the Kodi Logfile Uploader. (wiki) With either method post the link to the log back here.

If you are using the Advanced Method ensure you have correctly created and applied the advancedsettings.xml file (wiki)

In both instances, you should see the word DEBUG throughout the log.
