I use SMB to view movies on my pc on the same local network on kodi, is there a way to use it from an external network by entering my PC public ip address or better still a redirection service like no-ip?
it is a high security risk to run samba over the open internet where anyone could access it
also, outside of the scope of this forum as it has nothing to do with the usability of kodi
SMB and Samba are the same thing?

Some Internet sharing options are described on the
Kodi Sharing Wiki page. As mentioned above, SMB is not a method I would look to for accomplishing your ask. I personally minimize the use of SMB as much as possible, even locally.
