Kodi doesn't seem to use xxhdpi(480dpi), xxxhdpi(640dpi) for 4K resolutions.

Several Android/AndroidTV/GoogleTV media players are starting to support 4K UI's.

Is it possible to also support these dpi better with tv banners, logo's, icons etc?
Kodi doesn't use any android windowing for it's UI, it's directly written same as on any other system.

The link you provided eludes to the App Icon displayed by the android home launcher and I don't see how this applies to your question "Is it possible to also support these dpi better with tv banners, logo's, icons etc?" so if I missed the mark with my answers you will need to explain in more detail.
