I am making some themes for PM3.HD and DON'T have the ability of building the skin through compiling my own build of XBMC.

I have XBMCTex in the media folder, and a build.bat in the PM3.HD folder, I edited 1 line to say this: START /B /WAIT ..\..\media\XBMCTex -input media -output media

When i click build I get:Windows cannot find ..\..\media\XBMCTex. Make sure you typed the name correctly, and then try again, to search blah blah blah.

Where am i going wrong?

Get rid of ..\..\

So have it: START /B /WAIT media\XBMCTex -input media -output media

if xbmctex.exe is in the media dir of the skin yes
