I am running the XBMC Live distro, I get no startup sound. I get all the other nav sounds. But no startup sounds any dieas? I dont get them on any of the skins.

They must think that the startup sounds not important!
And i would agree infact i do not use any of those anoying sound themes

it's part of the skin, and pm3.hd has no annoying startup sound. if you want it, stick start.wav in the sounds/ dir of the skin in question
