When I playback any movie, expecially on camera moving, an area on top of the screen seems like lagged/stagger with the full scene.
But on pause it doesn't not appear.

That doesn't appen with another player like MPC...

In other words...that kind of tearing usually happens when Vertical Blank Sync is disabled (at least, it did on my machine). Go to Settings > System > Video Output and set Vertical Blank Sync to one of the enabled modes and see if it fixes it.
