I have a friend that has a dell with a quad core processor in it that I might be buying, is there a need to add an additional graphics card or can the quad core handle xbmc.

Well, unless I've missed something in the past couple of months, XBMC's video processing is all done through the CPU, so as long as the dell has TV-output, the quad core should be sufficient for the computing end of things. I'm running on a core2quad @ 2.83ghz/4gb ram and I have no problems playing 1080i content with no lag.

Get an nvidia GT210, gpu offloading for windows through DXVA is being worked on and already works great on linux with VPDAU.
