I'm using TortoiseSVN to commit changes to my XBMC Add-on repository but every time I do so it takes up all my upload speed and practically kills anything else using the internet. I've looked at the settings but there's nothing there regarding the connection speeds so is there another way to limit how much bandwidth i give to TortoiseSVN?

NetLimiter (http://www.netlimiter.com) can do that but it is not free.

Built right into Windows. Use a QoS GPO on vista or later
