When this happens I see in in the Info line Kodi is busy. Normally this ends up with the weather information displaying at the Info line and has Kodi loaded all necessary items. When Kodi hangs the busy part keeps saying busy and that stays that way. I can watch series and movies but that's about it. all other things will not open and probably because it didn't load at the start of Kodi?

I did a full clean install of Kodi wikt Aeon Nox 5: SiLVO but it did not help although it seems to happen less often.

Am I the only one having this issue and what can be the cause of this?

It happens with Kodi 17.3 and 17.4.
No hangings with the standard Kodi skin
