User ratings are coming for v16, I believe.

Yes, background work is already in.
I will try and add some more needed methods for skinners in the next days, then it just needs to be skinned.

It will be local, but someone could probably figure out a way to make an add-on to submit the local ratings back to various websites. Maybe.

Thats already working, if write an python addon.
Here is an example for pulling user ratings down, very basic - proof of concept.
