Refresh rate switching works in LE builds on Amlogic SoCs. It may not work in Android on these cheap boxes. It would be very strange if it doesn't work in LE on this box.
EDIT: Are you checking this in Android or LE. If it doesn't work in Android, it would be less surprising. 
I have tested in both Android AND LibreELEC.

Now I tested my Mecool M8S Pro, Amlogic S912, running the latest version of CoreELEC, and same thing.  The refresh rate was already set to start/stop.  

So, I have tested on 2 different TVs, one HD and one UHD.

Tried 2 different Windows 10 microPCs, running Kodi 16, on two different TV's.
Tried, my new, Mecool KM8 (Amlogic S905x), with both Android Kodi AND LibreELEC (BTW Wrxtasy's remote config make the stock remote work).
Tried Mecool M8S pro L (Amlogic S912),  using Android Kodi.
Tried Mecool M8S Pro (Amlogic S912) running CoreELEC.
Tried Xiaomi Mibox on 2nd HD (1080p) TV, with setting start/stop..... Same thing 1080p/60
Tried Zidoo X9S, Android Kodi and their player, still 1080p/60

Perhaps I have just entered into the Twilight Zone........

I doubt MECOOL have the Android / AMLogic skills to get Kodi refresh rate switching working reliably with the KM8. We would have seen it working by now in their other Android devices otherwise.

MINIX, WeTek and @ricardopvz with his WeTek ROM's are the only guys I know of that have the necessary skills. I know a bit as well. It's no coincidence those two companies are also Kodi Sponsors.

Oreo Firmware on the Mi Box has Android Settings > Playback Settings > HDMI Self Adaptation . . . that Xiaomi or AMLogic have tried to use for Kodi auto refresh switching, but it does not work with the new underlying v4.9.54 AMLogic Linux Kernel. (See About in Settings to find the Kernel version)
On the Mi Box, that HDMI Self adaptation Toggle references an obsolete node from the old Kernel.

I can't think of anything that might be causing the issue with your setup. Are you connecting these boxes directly to the TV or is it being routed via your AVR? I understand from one of your posts that you have an older AVR, not sure whether that could be the culprit here.

Could the OP be running Leia without setting whitelist resolutions and frame rates?

Could the OP be running Leia without setting whitelist resolutions and frame rates? 
I just installed coreELEC (Leia) on my Mecool KM8 (Amlogic S905x) and it only has 5 listings under the "Whitelist".  1920x1080p 60.00hz; 1920x1080p 59.94hz; 
1280x720p 60.00hz;  1280x720p 59.94hz;  720x480p 593.94hz.  The box is connected to a 4 port, 4k HDMI switch, Denon 4k AVR, Samsung 4k TV.  The AVR is NOT HDCP 2.2 capable.

Holy Crap, connected KM8 running CoreELEC straight into my 4k Samsung TV and a whole bunch of listings in the Whitelist.   Butt, when I play when I play a couple of test videos that hdmkv linked to, samething, my TV still only shows 1920x1080/60P.  All the settings are correct.

 You have to enable the modes listed in that whitelist. Only then it would switch to that mode. When you select a mode, it would change color from white to blue. Select all the modes that you want Kodi to switch to and then save the whitelist.

Your HDMI switch is probably messing things up. Does the switch have any EDID management option?

Right now, I am connected directly to my 4k TV.  I clicked on a few of the HD listings and played a video.  Same thing, 60hz.  I can't figure out how to post pics on here, so would it help if I took some pic and posted on Dropbox.  Or even a video of what I see and am doing?  The idea of changing the hz is all new to me.  I just play a video and watch it...........

I don't think you can post pictures or videos directly to the forum. They have to be uploaded somewhere else and then provide the link to the picture/video here.

Pictures can be uploaded via sites like https://imgur.com . Original videos is a different matter, dropbox may be an option, but it's not the fastest option IMO.

 Thanks for the video.  I am not sure whether Kodi will switch to the corresponding 4K refresh rate if 1080p resolutions are not selected in the whitelist and Kodi GUI is set to 1080p. You probably have to select 1080p 23.98/24/25/50 etc., for Kodi to switch to that refresh rate while playing 1080p content.

 Per everyone's input, I think the automatic frame rate switching (is that what it is called?), is now working.  Take a look at the video I posted on Dropbox and tell me if this is correct.  This is using CoreELEC, but this does not work under Android.  Of course I have been watching videos for years in ignorant bliss, because I have never noticed anything wrong with the play back.  Now I will be doing some real testing and see if MY eyes can see any difference.  When my granddaughter comes over again, I will test her eye sight without telling her, see if she can see a difference.  We always watch a movie when she comes over.

Great, you got it working! And you've confirmed what @wrxtasy & I suspected; no refresh rate switching on Android side (whatever the resolution is set at is what gets output).
