Does anyone have an idea of how to disable "PVR Manager" In Kodi 16.1 Jarvis ?

In Jarvis make sure 'System > TV > General > Enabled' is unchecked.
In Krypton make sure no PVR addon is enabled.
Edit: in Jarvis you can also use the built in functions 'StartPVRManager' and 'StopPVRManager'. They (any built-in) can be mapped to menu / submenu buttons (if your skin supports it), to favourites or to remote / keymap presses.
Obviously setting that up is more involved, and it's a bit of a dead-end as I don't think those built-ins do anything in krypton.
