why if I restart the kodi via turn off the kodi, so the kodi is Not fast closed?

It needs to update databases and other stuff behind the scenes when you properly turn it off. Depending on what you have installed it can take a little while.

The easy quick test is to close Kdoi then go to your userdata folder %APPDATA%\kodi\userdata\ and rename the addons folder to something like old_addons then start Kodi again and try exiting again, this will immediately tell you if an addon is at fault.
