Thanks, the tests are very useful for me to choose a gpu card to pair with i5-Haswell cpu.
A question, have you disabled the Kaby Lake iGPU in test 1 ? Just to make sure that the GTX950 was playing the game, not the iGPU.
I think the limitation of the GT1030 is 4k HDR 24/30p, it can't handle 50/60p. But still waiting for your further testing.

There was no difference in setups, just swapping one card for the other. In madVR in each case the I picked the designated GPU (GTX 950/GT 1030). Also, in each case I used the HDMI output of the GPU.
I presume that the CPU or its associated motherboard components play a role, otherwise it would be hard to explain the difference between the GTX 950's different performance in the 2 rigs.

I've returned my GT 1030 and am now looking for a card that can support 4K60 HDR on an HTPC with a Haswell CPU. Does the 4GB MSI GTX 1050 TI low profile fit the bill?

I realise that this thread is mostly concerned with 4K capabilities, but I've just put one of these cards in my HTPC and have a different issue. My issue relates to my AV receiver, and the only possible solution (other than replacing the receiver) is to pass the video and audio through separate ports on this card (HDMI and DVI). Could anyone tell me if I can pass video to a TV using one port and audio to a receiver through the other port?

Any help would be great.

If I have GT 1030 with less than Kaby Lake CPU, I can
t play 4K / 4k HDR files with Kodi?

Within Kodi that shouldn't be a problem. The only CPU-specific stuff that I'm aware of is to do with DRM for Ultra HD Blu-ray Disc playback and Netflix etc.

Ok. So 4k HEVC material should not be a problem with GT1030 + Haswell CPU, but HDR won
t work because Kodi simply wont support it yet. 
My experience is that it's ok on 4k30, but not 4k50/4k60.
For HDR I used MPC-BE with madVR. 4k24 and 4k30 HDR were ok, but nothing beyond that.

The GT 1030 is supposed to handle DRM, but it won't do Netflix as they've put the bar at 4GB (don't know why).
With the stupid prices on basic cards like the GTX 1050 TI 4GB due to bloody miners, I've gone for an Xbox S for now. The Radeon RX 550 has a 4GB option (Netflix support is supposedly due in Q2), but it's still in the $130-150 range.

Do you know if the limitation is because of Haswell CPU or because of GT 1030

The GT 1030.

I tried it with an Kaby Lake i7 7700k and a Haswell  i5 4570. Results were the same. I don't think this GPU does any CPU offloading.

Is the 1030 capable of playing 4K HDR (through Kodi and external players like MPC/MadVR)? I don't care for any additional enhancements just 4K HDR playback. 

Can it play high bitrate 4K HDR files (like up to 70 Mb/s)?
