Unusual Behaviour When Resolution Changed to 3840x2160 and Encoding 4k Content - Desisuperman - 2019-01-10

Not sure when this started happening but whenever I playback 4k content the player now shrinks and will play in full screen but in the top left hand corner. It appears to be scaling issue however I can't figure out how to correct this. 

When I change the screen resolution to 3840x2160 I get the same thing however the image is now cut off and I only see the top left hand corner of the screen. 

This either started when I updated my drivers, windows 10, or Kodi to RC4

CWinSystemWin32::AdjustWindow: resizing due to size change (0,0,1920,1080 fullscreen)->(0,0,3840,2160 fullscreen)

What happens if you set Windows desktop to use 2160p instead of 1080p?  You can change this in your GPU settings.  After changing, KODI GUI should also open and display in 2160p matching Windows setting.  You may have to set some whitelist resolutions in KODI settings although I haven't noticed a need in my environment but haven't tested extensively.

 Everything works fine fine until I playback anything that is less than 3840x2160. For example if playback 1080p Kodi will upscale the resolution to 3840x2160 which I understand is normal behaviour. 

If I whitelist 1080 resolutions the resolution will adjust but a problem I had earlier persists (frame drops). Also, after stopping the video the screen is not cut off once again and I can only see the top left portion of the screen.

did you try the DPI overide setting under properties/ compatibility (kodi.exe)?

Set your GPU to 2160p 60Hz.  Kodi should match this setting when you open it.  Make sure it does.
Enable use a fullscreen window in Kodi settings.
Enable every 2160p whitelist.
Disable every whitelist that is not 2160p.
Enable adjust display refresh rate (on start/stop).
Disable sync playback to display.
Render method (pixel shaders).
Enable Allow hardware acceleration DXVA-2.
