You will need to download some software onto a PC to act as a LiveTV server for your TV channels. This function is often referred to as the 'PVR Backend' by Kodi users. Nextpvr and Mediaportal are both good examples of LiveTV software (PVR Backend) that both work well with Kodi. They are both free to download. Once you've configured the server and it has successfully found your TV channels, these can be streamed directly to Kodi using either the nextpvr or Mediaportal PVR addons (PVR Client) that are both available in the official Kodi repository. This is a very good starting point to understand how to set-up LiveTV in Kodi using a TV Tuner.
