Changing Refresh Rates Causing a Blank Screen Freeze Issue - Dave2000 - 2019-10-11

I'm using Kodi 18.4 with the Embuary skin.  I noticed that sometimes with I resume a video the refresh rate changes, I get a blank screen during the refresh rate change and then shows the blank permanently.  The only way to get out of this blank screen is to power down my PC.  When this issue occurs, I have change refresh rate enabled with a refresh rate delay set to 3 seconds before playback and refresh rate change set at the Start/Stop of Playback.  The only workaround I found was to disable the refresh rate change in Kodi.  However, I don't find that as an acceptable workaround because then I will get 3:2 pulldown judder since 24 fps content will be playing at a 60 Hz refresh rate.   Is this a bug with Kodi 18.4?  Is there a way I can have automatic refresh rate changing enabled without this issue happening in Kodi 18.4?  I'm using Windows 10 Pro as the OS and my PC used for Kodi is an Intel NUC 6i3SYH.

Also I'm using the Embycon addon for Kodi and Emby Server as my backend.

have you also enabled “sync playback to display”? if yes, disable it.

Yes I had sync playback to display enabled when I had refresh rate matching enabled.  I will turn refresh rate matching back on and keep sync playback to display disabled.  I right now have refresh rate matching and sync playback to display disabled.
