This might be a skin issue, the location of the scroll bar in what skin and screen? Suggest entertaining a different skin.

The problem is in Estuary.
With Estouchy the scrollbar works with the mouse.

What screen...? home page gadgets are set for that skin. Try another Skins (wiki), suggest one of the Aeon group of skins. Category:Skins (wiki)

if you set focus to the scrollbar, and use the cursor up/down keys, scrolling will go pagewise and thus much faster if that's what you are looking for.
Various skin options in 'normal skins' were not always built for mouse usage, as Kodi is targeted at devices with 'the big screen'. And those rarely have mouse-like support.
Then again, Estouchy was created for touch screens. So, if that works for you...
