This is how I have it setup. In backgrounds.xml

Look for the following line:

<info>Skin.String(CustomWeatherFolder)</info>

and edit the <imagepath> tag directly above it.

Then remove the <info> tag line.

I did what you mentioned above and it doesn't work for me. Here is what it looks like.
