That's very strange. It should get created immedietely when you run EMM. Did you get any error message when you ran EMM for the first time? Do you have .NET 3.5 and the newest(9.1) extra packages installed? Than EMM mean while startup that an Languages.xml under /bin is missing but there isnt such file in EMM_Extras_09_x86.zip. Where to get this file ?
