The math behind the bar that changes the timings might be a bit tricky, but the approach would be applicable for all subtitle types (.srt, .sub, .ssa) and you wouldn't have to know anything about framerates.

That would actually be quite elegant; in the offset window have a second bar which converts from 23.976 <> 25; so you'd have:

Offset: [-60] -------------------- [0] -------------------- [+60]
Adj fps: [25 to 23.976]     -     [0]     -     [23.976 to 25]

(You could have all the other increments in there too but I suspect most sync issues involve just 23.976 and 25fps).
That would be awesome!

Its old but still working.

Also have problem with this. But where can I find the framerate of the video? Is it available in Kodi?
So I at least can change the subtitle files outside of Kodi.

In Kodi use the "C" Key or on your PC/MAC use VLC > Tools > Codec Information.

Rather than a PC program, I now use this website to cope with this problem: https://subsyncer.com

In Language settings, make sure subtitles are stored in custom folder so it's easy to find them.
Also, I use this plugin to easily load the new local subtitle file: https://github.com/peno64/LocalSubtitle

It's still a pretty convoluted proces, but at least I can do all from my phone / tablet - i.e. from the sofa while watching the movie - instead of having to go into my study and wake my computer.

Still, an option to display subtitles at a different rate right from Kodi's subtitle dialogue would be marvellous!
