Best to report this in the OS independent forum. Include a debug log (wiki) from a recent Ubuntu build where hopefully the right dev (FernetMenta) will see,

I'd need to build the fresh master and find a publicly available live stream with multiple languages to provide as example.

Couple of recent ones on the latest build where I have reloaded met office addon and tried to change the setting to show on home screen. I think anyway.
Neither of your logs is a debug log so there's nothing useful there. One of your logs has this error several times, but I don't know what it applies to as it's not a debug log:

Enable debugging, restart Kodi (so that debugging is enabled from the start) then reproduce the problem and finally upload only kodi.log to a pastebin site.

You reported this issue with #0715, I asked you to confirm if it worked with #0714 but haven't seen your reply. Identify the last working build and maybe we can focus on a particular change. Alternatively contact the Weather add-on maintainers.

As I wrote the streams I get from plugin.video.southpark_unofficial and plugin://plugin.video.rocketbeanstvlive were played fluently from the beginning in Libreelec Alpha 002. So I suspect changes in Videoplayer.

Seems to me it works one day, not the next - sounds very much like an addon/network/remote server issue. Without a debug log or evidence of any actual error there's nothing to investigate.

In 0719 there is an issue with HEVC playback. If you use "skip forward" button to jump from one HEVC file to another - there is a lot of video corruption and RPi could lock up (will require a hard reset).
@popcornmix maybe my post #1444 is also relevant to you as I see, I don't know the experts.

Without other changes on my system, I suddenly got described problems with these streams when I updated to LibreELEC Alpha 003 (or milhouse builds over the last weeks), 002 was fine.
Maybe the problem lies in changes in Videoplayer. Please have a look.

Unfortunately the south park add-on doesn't work in the UK (geo-blocked).
If any other sources that I can play show this problem I could look into it.

Otherwise if you can identify the first Milhouse nightly build with the problem, that would help narrow it down.
I found that the irrecord in lirc 0.9.4 does not work properly. I could not get it to terminate and write the .conf file, it would not respond to the final "return".

I used an earlier LE with lirc 0.9.1 it worked perfectly.

I wonder if the even newer lirc 0.9.4a would work?

Could you post some more details? What kind of IR receiver and remote are you using? How did you start irrecord? What did irrecord show at the start (you should see something like "Using driver default on device /dev/lirc0")?

I've just tested with build 0719 on a RPi1, recorded some 20 keys of my Hauppauge remote using lirc_rpi and it worked fine. irrecord started with "irrecord --device /dev/lirc0 --driver default"
