Based on tip of LibreELEC.tv master (b05dae1a, changelog) and tip of XBMC master (2112f393, changelog) with the following modifications: Build Highlights:

When a patch is "no longer part of the build" it usually means it's been merged upstream (as in this case), or dropped completely (ie. didn't work as expected).

It's quite odd than that I'm seeing behavior indicating plugin caching is still disabled.

Can you explain exactly how you determine cache isn't working (e.g. is it on stopping playback, or navigating you see slow updates?)
Can you describe and add-on (not a banned one) that shows the issue.

Have you tried a 4.10 kernel build? It probably will have the same issue, but is worth trying in case something additional has been fixed.

@popcornmix tried #0124x kernel 4.10.0-rc5 and the driver loads correctly! BUT tvheadend server doesn't work anymore trying to investigate further
tested #0124x further, now the pctv452e driver seems to load without problems but it still doesn't work...
tvheadend web interface is unaccessible and the remote control doesn't work either...

Sure. It's most annoying to me when using the Twitch plugin. Since I'm following a lot of channels it takes quite some time to populate the "Following" listing (like 2 to 4 seconds). If I now watch a live channel from that list and stop playback the whole listing is being retrieved again. It does not matter how I long I watch channel before stopping playback.

It can also be noticed with the YouTube plugin. Same behavior after stopping playback of a video from a playlist. The whole playlist (or rather the current page) is being retrieved again.

I'll revert the second commit from tonight's build (if there's a server to upload to...)

#125, can only wake up KODI from dimmed state with phone remote. TV remote doesn't work. we had this issue before as I recall...

difference now is that after waking up KODI with phone remote, the TV remote still does not work unless KODI is restarted. (Previous issue was different in as that the TV remote started working again after KODI was woken up by phone remote).
