Since you are using lirc, have you disabled ir-keytable configuration by creating an empty rc_maps.cfg, as described in the wiki?

@Milhouse you can add back the v4l-utils bump. Enabling both lirc and ir-keytable config is racy and known to cause various issues.

I seem to be locked into the HW decoder, though, as I've commented out the 'decode_MPG2' line in 'config.txt' and I'm still getting HW decoding.  If I downgrade to start testing different versions, is there a way to force myself back to software mmal?

Additionally, is there a recommended starting point for the 3B+ with test versions?  It seems as though starting at 'LibreELEC-RPi2.arm-9.0-Milhouse-20170801215819-#0801-geb93713' doesn't get beyond initial boot screen.

The best way to disable hardware decode is to disable OMXPlayer and MMAL options in Settings > Player > Videos > Processing

Official RPi3B+ compatibility in these builds is introduced on the launch date of the RPi3B+ on 14 March 2018 (#0314). Builds before this date are not guaranteed to boot successfully on a RPi3B+.

The screen flicker when using software decode and your test file starts with #0613, can you confirm?
