I have create a audio World English Bible -- New Testament library using .strm files.

My folder layout is
        Kodi
          |
       Media
           |
1.    World English Bible -- New Testament
         folder.jpg
         fanart.jpg
                |
1.       Matthew
                |        
        Chapter 1.strm
        folder.jpg
        fanart.jpg

But the fanart.jpg is not showing up in the background.

What am I doing wrong?

If I understand your diagram correctly, then you don't have the correct folder structure to use local artwork.

Have a read through here, particularly Section 2... http://kodi.wiki/view/Music_artwork
