Kodi-18.5 on iMac
In File View, All the dates of files and directorys are 1969-12-31.
When I mount the same HTTP-DAV path using the finder, the dates of the files and directories were correct.

Anyone knows how to fix it?

Don't be concerned. We are aware it affects other areas as well. But if you have github account, please post in the Issue report explaining how it affects your setup.

I cant replicate any issue with dates using a synology NAS webdav server.
In file view, all dates show as expected.

It depends on locale.

Kodi on Mac display all file date as "1969-12-31" with WebDAV source and CJK locales.
