Should an i3-4330 be able to playback live TV HD?

I'm a little confused. I've just bought a used Lenovo M93 (nice small form factor PC). I've upgraded the CPU to an i3-4330 and was expecting to be able to watch live HD without issue, however using Librelec it struggled with the picture freezing quite frequently.

TV Headend is running on a different server. I have two existing Acer Revos on the same network running fine - also on Libreelec. So the network and TV server should be fine.

Libreelec gave the issue described above
Running Windows 10 I was able to playback HD video (using VLC) with no issues - so the machine can do it

Questions:
Could it be a Libreelec issue? Any settings I should tweak
Is the i3 just not up to the job?
Any mileage in trying ubuntu and installing kodi on that?
How easy it to use windows and getting Kodi to auto-start?

Update: Windows 10 Kodi runs well, so i guess a linux/libreelc issue

Sadly we have no crystal ball, so a debug log (wiki) would be nice, please.

Honestly thought I had a performance issue. However thinking about logs made me look elsewhere.

Managed to solve it, Kodi was trying to output to an audio device that wasn't connected (HDMI).

Switching audio device fixed the video.
