Open the "MediaPortal TV Server configuration" tool and use the "Open Log Directory" button at the left top to go to the log file directory.
So, either, the plugin is not loading at all, or your firewall is blocking access to port 9596.
Just to be sure: did you restart the TV Service after enabling the "TVServerXBMC" plugin?
