You're right.
I regularly look through the kernel source code released for the various Android boxes. The only one I have ever seen with true 23.976/59.94 support was from Telechips. I don't know if they actually exposed that support in any media player but at least the hardware seemed to support it. Everyone else uses 24.0/60.0 which causes occasional frame skips/drops.
