I've never watched a movie on the ATV1 / RPi2 / C1 that has not had proper 24p video sync. I am very sensitive to 3:2 pulldown judder and also notice an additional video frame inserted every 41 seconds you get when you play 23.976fps video output at 24Hz. (i.e. what you see on a LOT of Android devices)
Netflix HD tested with the Example 23.976 clip.
Behind the scenes WeTek, MINIX and HardKernel supply modified Linux Kernels that do Frame Rate Automation on AMLogic devices, there is a degree of sharing that happens. This is exactly why I would never recommend an Android device unless you know how good the Kernel and drivers are.
If I remember correctly Noggin, tested the C1 with one of these such Kernels running in OpenELEC and confirmed 23.976 video output on specialised test equipment.
