LibreElec is based on a read-only system file-system - with a Read/Write partition for system settings (which do need to be stored) and other configuration items (plus the database that stores watched status and allows you to resume watching from where you left off etc.)
I suspect LibreElec comes close to meeting your requirements. It runs on many SBCs.
