Win Intel HTPCs/NUCs & Kodi-native 3D MVC Playback
surface pro 4 M3 Playback of 3D iso is only (top/ bottom) or (Side by Side) from a full-frame packed 1080p movie. There doesn't seem to be an option for "hardware". So, I imagine I'm only getting a 720p image

Check your Intel settings, change the refresh rate to 60hz. I had the same issue on a Windows 10 NUC, changing the refresh rate from 29 to 60 in the Intel settings fixed my issue and the hardware option appeared.

Ahh, yes, Hardware mode came back. Intel control panel doesn't come with Surface pro. But I was able to switch to 60hz via windows.
However, FULL 3D iso doesn't playback well. I'm sure it's just a setting, but not sure which one. Image is very warbly... Here's what it looks like. https://www.youtube.com/watch?v=b0v4a4CQbVg
