 When i go to TV tab i have this information:

PVR Manager is Starting Up: 0%

I wait a lot of minutes and are always ate 0% and dont start... 

 I had the same problem! My workaround: connect via http (if unchanged -> port 80). I couldn't get a connection with https!
I stream over the Inet, so it isn't a solution to live with forever, but until this bug is out of the addon, at least it is working again. 

 How i can stream via http? What configuration i need to do?

 Did you reset your settings? The IP address in the file is 127.0.0.1, but in your debug log the IP address is 192.168.1.106.

In the Kodi UI go to: Addons->My Addons->PVR Client->Enigma2->Configure and set the right IP address.
