Linux Fedora 29 - Cannot get video to use NVIDIA graphics card

Hi,

I am using an old computer (AMD Athlon II X2 250 on M3N-H/HDMI board) with a separate PCI graphics card installed.  I am running Fedora 29 with Kodi 18.1.

In Kodi, when I go to Settings > System Info > Video, I see that it detects:
GPU: GeForce 210/PCIe/SSE2
OpenGL version: 3.3.0 NVIDIA 340.107

However, when I try running a video file and press "o" for the codec info overlay, it reads:
Video decoder: ff-h264 (SW)
Pixel format: yuv420p

I believe the "SW" means it is using the CPU and software decoding, right?

How can enable Kodi to use the hardware decoder?

I'm asking because on 1080p videos the CPU often has difficulty keeping up with fast video and the sounds gets out-of-sync.
