hmm.. that seems like an odd bug indeed.
kodi is loading all of the language files, except the one from the skin.

please try a fresh install, without any additional addons.

@ronie With a complete fresh install the problem is gone! :-( But what can I do? Is there another addon, which cause the problem?

after trying, I found the cause of the bug!

I deleted every addon -> same problem!
I deleted every folder step by step ... -> same problem!
I deleted guisettings.xml -> same problem!

I deleteted profiles.xml ==> problem solved !!!

I have following PROFILES.XML which causes the language error on every single profile:

@ronie this one causes the problem:

<useloginscreen>true</useloginscreen>

if I change to <useloginscreen>false</useloginscreen> the language error is gone!

@ronie Problem still exists in Kodi 17.3 on Win32 and Samsung Galaxy Tab S2+S3 Android 6.x and 7.x :-(
