Everybody has this issue with the latest Intel chipset 7th generation Kaby Lake architecture no matter who made computer and mobo unless you have build in HDMI 1.4 port. Couple people reported PowerDVD working for them but it hasn't been verified.
As it stands right now there is no known hardware / software that can output proper 3D MVC frame packing stream on Kaby Lake HDMI 2.0, USB-C or Display Port 1.2.

So you'll be just as upset with the 7th gen NUC as your were with the ASRock Beebox.

problem in that Intel graphics has no native support of HDMI 2.0

17.1 isn't released yet; it's currently a RC.
