Problem with FPS in Kodi for Android

I have an imported Android media player box that has worked fine.It came with Kodi 16.1 pre-installed, but I was dumb to try and update it to 17.1 which made things worse.

To not loose all my settings, I followed a guide for that:

This worked fine and I got Kodi updated to 17.1 and my settings were still there.
But I then noticed that movies were not smooth, like if a car goes from left to right on the screen, it was lagging.

It felt like Kodi were trying to run the movie at another framrate than my TV were using.
Android resolution is set at 1920x1080 @ 24Hz as I always use, but when )I check in Kodi, it detects it as 1920x1080 @ 60Hz, but that is wrong, cause the TV also reports it's running at 24Hz.
And there is a setting in Kodi for changing this but it locked and cannot be changed as I could in 16.1.

I have uninstalled and reinstalled several times, both by downloading apk from kodi webiste and I have also tried from Google play, but the same thing happens.
So after all this I gave up and tried to go back to 16.1, but when it starts, the home screen flashes by for a second and then it crasches, so now I'm back at 17.1 again that at least starts.

How can I solve this issue. I would have tried not keeping my settings and reseting everything but that is not an option really since that would mean I need to mark several hundreds of movies and tv--shows as watched again which will take forever.

This does not help in any way with my FPS issues. I have no problem installing Kodi.

Posting a link to your debug log would be useful in problem solving.

I read about the log file, to enable logging and to get something useful, you need to do something to enable the issue, but my issue is always there, show what should a log file show when I'm not doing anything?
Like if someone has issues with video stopping for some reason, then you can play a file and when it stops, maybe the log will show something, but in my case playback works all the time, it's just not playing in the correct framerate. All I want to know is how to change Kodi to play in 24FPS/Hz instead of 60.

So, are you saying you won't provide a debug log because you read up on it and you believe it is pointless?

or

You could play a movie, with the incorrect framerate and let the debug log record what is going on in the background.

No I'm just saying, what should I do after enabling debug to actually record anything useful in the log that will answer the question to why the 60Hz playback is locked in my Kodi compared to older Kodi where it was not locked.

Once you turn on debugging, restart Kodi, then simply play a movie. If it shows the framerate problem, let it run for about 5 minutes. Then upload the log.

Hopefully, it will show why there is a discrepancy. Yes, there is the possibility that nothing will show, but that would be very surprising. And it is a step towards solving the issue, rather than speculating.
