Download the zip file (the upper of the two) and then install from zip in the Kodi addons browser screen.

If you're using the kkreet repo version of the addon, then raise the issue here on their GitHub repo.
To the best of my knowledge they have no presence on this forum, so you're question may well go unanswered.
That said I see there is already an issue raised about key error 19 there, so progress might be ongoing anyway...

You tried a lot except actually reading the posts in this thread that precede yours it seems otherwise you would have your answer. Look a few posts up. There is no presence from the addon developer on this forum.

Can I suggest https://github.com/krreet/plugin.video.jiotv/releases as a better link?
That will show the most recent and all previous ones, rather than just linking to the current most recent one, which of course will probably be superceded as new versions are released.
