Strange... just tested it:
The volume-up/down keys on my keyboard/remote still turn down the volume on my PC rather than inside XBMC. If I press page-up/down (my defined buttons for volume up/down) however, XBMC's volume will be regulated. This is running the latest EDEN that is.

Edit:
Take a look over here:

Maybe this helps you as well...?

From your log:

DEBUG: WinEventsWin32.cpp: APPCOMMAND 9
DEBUG: CApplication::OnAppCommand: appcommand 9, trying action VolumeDown

Your volume control is generating an appcommand 9 message, and somewhere you have a config file with a mapping for this appcommand to the VolumeDown action. It doesn't look as if you've created any mapping files in your userdata directory, so it must be the mappings in C:\Program Files\XBMC\system\keymaps. Check the timestamps on the files and see if one has been modified recently.

This has happened to me before after an upgrade. It has always been fixed after an uninstall and re-install. Sometimes settings get corrupted for whatever reason.
