From your log:
DEBUG: WinEventsWin32.cpp: APPCOMMAND 9
DEBUG: CApplication::OnAppCommand: appcommand 9, trying action VolumeDown
Your volume control is generating an appcommand 9 message, and somewhere you have a config file with a mapping for this appcommand to the VolumeDown action. It doesn't look as if you've created any mapping files in your userdata directory, so it must be the mappings in C:\Program Files\XBMC\system\keymaps. Check the timestamps on the files and see if one has been modified recently.

This has happened to me before after an upgrade. It has always been fixed after an uninstall and re-install. Sometimes settings get corrupted for whatever reason.
