Would something like this allow me to control XBMC with my iPad as a remote?

Yep -pretty much any IR device (I assume everything in the Harmony db)- but you could use the iPad directly with one of the remote apps.

Search XBMC on the App Store and you'll see a bunch of XBMC remote apps. I think the Supplemental Tool thread has a bunch of details on them, too.
