Okay so my HTPC works fine and is identified okay by my Samsung T220HD monitor.
However, when I turn off the monitor, and turn it back on, it no longer sees my HTPC as an input source and I have to restart the HTPC etc.
Any fixes please?

running Win7

This is HTCP (re:copy protection) handshaking issues between your panel and the graphic output on the HDMI you really have to re-initialize that handshaking; with some just a disconnection and re-connect of the HDMI cable does it. With others, it's the monitor has to be on... before boot, and with others the screen goes black in 3 seconds after the handshake... go figure. Other than a Samsung bios fix, you'll have to learn to live with it.
Depending of the graphics card you have... you might try to reset the display. With windows 7 hit the winkey + P key and flip left and right arrows/return.. which should cause the screen to move around and re-initialize. It's a pain when you're doing it blind, so try it once with the display up... let us know if you get lucky.
