Newegg has this as a refurb for $40. With the announcement of xbmc for android would this be a viable option? I can't seem to find what its got under the hood so to speak.... atom chip?

Well it's unlikely that this kind of device (media streamer) would have an atom chip in it.. It's most likely something that Sony developed or some kind of minimal processor (ARM maybe) for streaming media...
And I can't find anywhere that this runs android or can run android.. I see that there is an android app to make your android device to be a remote..
So my guess is no, this is not a viable option.
