I notice this file would also do that thing if you use the skip ahead function, it would buffer like people were talking about 5 or so pages back. (Also does this when you initially starting it.)

I put it on a flash drive and plugged in to the R-Pi and seems to play OK like that. It only appears to be problematic when playing via network share (smb windows). It really confuses me because files with with much larger bitrate play fine (5000kbps 720p and 10000kbps+ 1080p) never buffers or stutters. I really dont think it is a through put or stability issue with the network.

This played okay for me over nfs network.
