No, the firmware is in the SYSTEM file, which is a compressed file system.

During the update process, the new kernel is copied to the SD card (overwriting the old kernel), the SYSTEM file copied to wherever it needs to go, then the firmware is extracted from the new SYSTEM file and written to SD card.

The firmware files are bootcode.bin, start.elf and fixup.dat. You can also find them in the ZIP package in the 3rdparty folder.
