I know you can do this as I had it set in my other system, but in setting up a new xbmc box, I can't find how to resume a video where it was previously stopped. I'm talking about a local video and not a streaming one.

There will be a > (like a play icon) in-front of filename IF when you stopped playing the file enough time has elapsed to trigger a resume point. Usually a minute or two.
You can override the preset elapsed time.
