No, your device is not faulty, I think that's the default. I think its to prevent over heating.

I've never tried to run at 1.5 GHz but if you would like to and don't mind the risk of frying your ATV1200:

echo 1512000 > /sys/devices/system/cpu/cpu0/cpufreq/scaling_max_freq
echo performance > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

Then break out the bacon and eggs
