You could put the LC_ALL=C environment variable in the file /etc/environment , though this would be system wide. To edit steam-launch.sh within the add-on put the environment variable before the two "$1" entries in the Linux section, first post of this thread has info on how to prevent the custom steam-launch.sh from being overwritten with add-on updates, although it looks like there will be a fix included in the next steam client update. Also a user in the issue page you linked to put the env var in /use/bin/steam
