Is the skin.widget addon primarily used by skins? Or can we as the user, in some way use it?

Let me explain my question a bit better:
Is there any way we can make a custom menu, pulling info from this addon, for instance, make a featured tv show custom menu, and let the addon display say 10 or 15 featured items, in the same way a smartplaylist would filter results?
