Bug Going back (rewinding) is bugged

I am surprised that this function that is bugged from the 11 version still isn't fixed (in the 12.1, I can't tell for the beta though). When you rewind in the movie (with the R key), no matter what speed (<<2x, 4x, 8x, 16x), when you reach the point you need (let's say it's 25:00), it forwards you some 7-8 seconds (the video transits really fast to 25:07-08, like 7 seconds played in less than 1) and then it plays the nex 6-7 seconds like 2 or 3 times faster than they are meant to be (short: you go to 25:00, in 0.5 seconds it's in 25:08 and in 3 seconds it's 25:15). So to find what I am searching, I have two options, both really annoying:
1) I go to 24:45, but still I can wind up +/- 3-4 seconds
2) I press the left arrow (30 seconds back) and forward to the second needed (forwarding - F - actually works well)

Has it been fixed in 13?

An answer please? It is one of the key functions for video playback, I am surprised only I have reported it (or may be it is already reported?)
